The Office of Special Enforcement (OSE) was established by Executive Order No. 96 in 2006 to address quality of life issues citywide, such as lawless clubs and adult establishments and trademark counterfeiting bazaars. OSE oversees joint investigations and joint inspections among city agencies, including NYPD, FDNY, Department of Buildings, Department of Health and Mental Hygiene, Department of Environmental Protection, and Department of Housing Preservation & Development, to shut-down locations that house illegal activities and to bring unsafe conditions into compliance with the law. OSE also works with the City's Corporation Counsel to file any necessary civil litigation to abate nuisances or otherwise support the functions of the office. OSE replaces the former office of Midtown Enforcement and expands the mission of that office citywide.
