HAC is a subsidiary corporation of the New York City Housing Development Corporation and a public benefit corporation of the State of New York, established in 1986 under Section 654-b of the Private Housing Finance Law. HAC was formed for the purpose of assisting rental developments to maintain rentals affordable to low to moderate income persons for whom the ordinary operation of private enterprise cannot supply safe, sanitary and affordable housing accommodations or to assist HDC in financing such developments.
