The Commission has primary responsibility for the conduct of planning in the City. The Commission reviews applications filed pursuant to the Uniform Land Use Review Procedure for zoning map changes and special permits under the Zoning Resolution, changes in the City Map site selection for public facilities, urban renewal plans and housing projects, and the acquisition and disposition of city-owned property. The Commission also reviews applications for amendments to the Zoning Resolution, the acquisition of office space for City agencies pursuant to section 195 of the City Charter and community-initiated plans under Section 197-a of the City Charter. These actions are subject to review and approval by the Council in accordance with Charter requirements.

The Commission is composed of a Chair who serves at the pleasure of the Mayor and 12 members appointed as follows: six by the Mayor (M); five, each by a Borough President (BP); and one by the Public Advocate (PA). Members serve for overlapping five-year terms. A Vice Chair, designated by the Mayor from among the members, serves in that capacity at the pleasure of the Mayor. Vacancies may be filled for unexpired terms. The Chair also acts as the Director of City Planning.

The Chair is responsible for overall planning, direction and coordination of policy. He or she advises and assists the Mayor and the Council on physical and public improvements related to the City's development.
